The Curt X5 5th Wheel Base Rails Adapter for B&W Turnoverball Gooseneck Trailer Hitches part # 16310 will work on a 2013 Ford F-250 with B&W Turnoverball Gooseneck Trailer Hitch. There is a hole on the side of the shank on the adapter which drops down into the hitch ball opening of the hitch and is then secured with the latching handle. I think that is what you meant by locking pin but if not juts let me know.
Please note, the Curt X5 5th Wheel Base Rails Adapter works with all Ford B&W Turnoverball Gooseneck Trailer Hitches with one exception (2017 Ford F-250 or F-350). It will then allow for the mounting of any industry standard fifth wheel hitch such as the Curt A16 5th Wheel Trailer Hitch part # C16120 which is an excellent choice.
