What you'll need is an RV approved and fat tire compatible e-bike rack like the Hollywood Racks RV Rider part # HLY64FR. This rack can fit tires that are up to 5 inches in width, up to 80 lbs per bike, and is RV approved. This has a frame clamp design that also works great with step through frames and has plenty of clearance to fit past the rear spare of a Wrangler like yours as well.
