Is Saris Adapter Bar # SA3004 Spring Loaded?

Is this bike adapter bar spring loaded or is bungee cord used for tension? If this is not spring loaded do you have one that is spring loaded?

The Saris Bike Beam Bike Frame Adapter Bar # SA3040 uses a telescoping arm that locks into place to provide a mounting point for hanging style bike racks. Since it only needs to attach to the bike frame and is secured by the straps of the bike rack, you don't need any built-in tension or bungee cords to provide support. We do not offer any bike frame adapter bars that use spring loaded arms.
