The fit of a scooter carrier on your Passport will depend on the distance between the hitch pin hole in your receiver and the furthest rearward portion of your spare tire (see photo). The rear mounted spare tire on your Passport might prevent the shank of the carrier from completely sliding into the receiver of your hitch unless you choose a carrier that has a shank that has a hitch pin hole to closest portion of the carrier distance that is long enough.
The Pro Series carrier, part # PS10401-10402, has a shank that measures 12 inches from the hitch pin hole to the closest portion of the carrier. If your hitch pin hole to rear of spare tire distance is less than 12 inches, this carrier will work great for you. This is a scooter carrier with a ramp, but does not have a lift.
According to my research, your Pronto M41 scooter weighs around 161 lbs with the battery and is about 33 inches tall. The weight of either carrier plus that of the scooter should come in well under the tongue weight capacity of the hitch, and the scooter will be far enough away from the hatch glass that there should be no problem opening it. You will not be able to open the tailgate while the scooter is in place, however.
I have linked you to a product demonstration video featuring the Pro Series carrier.
