I checked with my contact over at Dometic,, who own the Atwood line of products, and they informed me that theoretically this could be done since behind the panel is just wiring.

You could use the Replacement Double-Panel On/Off Switch for Dometic Gas / Electric Combination Water Heaters - White # AT91230 to give yourself a switch with the controls for just the hot water heater and the DST Fault light. If you only have an electric or gas and not the combo, you'd want to use the Single-Panel On/Off Switch for Atwood Gas and Electric Water Heaters - White # AT91859 to move your switch and DST fault light. We do not have a light only available that could be used to just move the actual fault light.

The wiring behind the panel would look something like this going from the switches back to the hot water heater:

white wire- electric
orange wire- gas
blue wire- fault
green wire- ground
