I have a solution for you, but the Yakima HoldUp EVO # Y02480 is not going to allow you to mount the hooks to the frame of a bike- there isn't a way to get the hook past the handlebar post to attach it to the frame in this case. We do have bike racks designed specifically designed for fat tire e-bikes though that would be a much better solution.

For a platform rack that fits on 1-1/4" receivers and can also carry fat tire e-bikes that have fenders, I recommend using the Saris Freedom 2 Bike Platform Rack - 1-1/4" and 2" Hitches - Frame Mount # SA4412B. The Saris Freedom doesn't have the same features as the HoldUp EVO, but is the only rack available that mounts by the frames of the bikes and will fit on a 1-1/4" hitch receiver. Regardless, Saris is one of the pioneers of vehicle bike carriers and makes their high quality racks right here in the U.S.A.. It's also very lightweight at 22.5-lbs, so it will be easy to take on and off when it's not in use.

Since the Freedom does not come with locks included, I do recommend adding the Saris 8' long cable lock with part # SA981 and the Hitch Tite Anti-Rattle Hitch Lock for Saris Bike Racks with 1-1/4" and 2" Shanks # SA3022.

I've linked some review videos of these parts for you to have a look at.
