Can Curt Trailer Hitch Receiver Tow Trailer With 2010 Dodge Grand Caravan

You mention on hitch specs best used for bike racks will this not be safe to pull a boat and trailer within the rated specs of 400 # tongue weight and 4000 # pull weight

You can absolutely tow a trailer with your 2010 Dodge Grand Caravan with the Curt Trailer Hitch Receiver # 13364.
It is important you check your owner's manual for the towing capacities of your van, as you are limited by the lowest-rated component, be it the vehicle or hitch. This hitch has a 4,000 lb towing and 400 lb tongue weight capacity but if your van is rated for less you'll have to abide by those specs.
If you do plan on towing you will also need a wiring harness, with the most reliable harness that fits your '10 Grand Caravan being the T-One Vehicle Wiring Harness # 118552.
