Will Swagman 2 Bike Carrier # S64670 Fold Easily

Will this rack fold flat, including the part that attaches to the receiver hitch? If not, is it easy to remove that part ideally without using tools?

The Swagman 2 Bike Carrier # S64670 will fold flat when attached to the hitch receiver of your vehicle when the bikes have been removed. The carrier will fold into a single, vertical unit and can be moved down to one side or the other; however, the shank of the product is not removable. I also recommend the Swagman Locking Anti-Rattle Threaded Hitch Pin # S64029, a 1/2 inch locking hitch for a 1-1/4 inch or a 1/1/4 inch and 2 inch Swagman carrier. Using anti-wobble technology, the threaded pin pulls the receiver bar tight to one side of the hitch, preventing movement during travel. I have included a link to a video review of this item.
