What Are the Tie-Downs That Come With the Hollywood Racks Destination 4 Used For?

I just placed an order for this bike rack. One thing I noticed in several of your pictures of the product in use, is the use of tie-down straps. I understand that the product has ratcheting straps for the wheels and the frame, but I also see what appears to be an aircraft type tie-down woven through the frames of the bikes. Is this necessary and, if so, why? Is it for added protection, security, or is there a short coming with the rack that makes extra tie-downs necessary?

The Hollywood Racks Destination 4 Bike Platform Rack # HR4000 just comes with an extra strap that are used for enhanced safety. It has nothing to do with any shortcomings of the rack, but simply as an added layer of protection to make sure that the bikes stay in place during travel.
