The Thule Snug Tite Hitch Lock and Anti-Rattle Device, part # THSTL2, you have referenced, is the complete bolt and lock that works on both 1-1/4 inch and 2-inch Thule hitch mounted racks. The product page for this part will list the many Thule hitch bike racks that it will fit.

We also sell the the Thule Replacement Threaded Pin, part # 853-5917, which is just the threaded bolt portion of the lock. The bolt uses a 12mm thread which is unique to Thule and it has an overall length of 4-3/4 inches and the threaded part has a length of 1-3/4 inches.

The Thule Replacement Lock Housing, part # 753-3725-02, is the lock housing part that attaches to the threaded bolt.
