2008 Range Rover hse factory tow harness with 4 and 7 pin. Do I need a brake controller if pulling a 5k pound travel trailer? And if I do what will be the best

Anytime the weight of the trailer is over half the weight of the towed vehicle it's strongly recommended you install a brake controller. In the event you need to make an emergency stop a brake controller makes a huge difference.
Since you have a 7-way installed already the easiest solution is the Curt Echo Mobile part # C51180. Basically this just plugs into an active 7-way and once synced to your smart phone is ready to tow. No lengthy install or complicated wiring at all! I attached a review video for more info as well.
