Can I put two sets of the jlow racks on my 2018 highlander racking, in the 90 degree position?

Each of the # Y04073 JayLow kayak carriers will take up approximately 10.3 inches of space on the crossbar. Factory crossbars won't extend past the roof side rails, so even though you should be able to fit two sets of the carriers on the roof, you might not be able to place them far enough apart on the crossbars to accommodate the two kayaks you'll want to place in the center.
What I'd recommend you do is measure the length of your factory crossbars, and compare that to the combined width of your kayaks. If the combined width is greater than the length of the crossbars, not everything will fit and you'll need to get some longer crossbars.
In order to do that, you'd need to remove the existing crossbars and use a longer aftermarket crossbar system like the Yakima CoreBar rack which could be assembled using:
-60 Inch CoreBar Crossbars, part # Y00422 or 70 Inch, part # Y00423 depending on needed width
-SkyLine Towers, part # Y53TR
-Landing Pad to attach to fixed mounts on roof, part # Y00242
I've linked to a video showing this type of rack being installed on a 2019 Highlander.
