Yes, the Reese Universal Mounting Brackets, part # RP58314, you have referenced will work on your 2004 GMC 2500HD. These are just the mounting brackets. They are designed to be used with the Reese Universal Base Rails, part # RP58058.
If you need just the brackets (# RP58314) and mounting hardware minus the base rails you would want part # RP30439.
If you need the installation hardware plus the base rails you would want Reese Universal Base Rails and Installation Kit, part # RP30035.
If you are looking for a complete installation kit of base rails and mounting brackets I would also recommend to look at the Reese Custom Install Base Rails and Installation Kit, part # RP50064-58. This kit is a custom designed kit that will use existing holes on your vehicles frame. It minimizes drilling and measuring and will install in half the time compared to the universal kit.
