Option to Install Cargo Carrier and Bike Rack in Trailer Hitch

Can a bike rack with a 2 inch neck be installed onto a cargo carrier like Item # C18145 or Item # H00604 and secured with a pin and clip?

We have hitch cargo carrier/bike rack options like with the Hollywood Racks # HR1450Z-85 that you referenced but we don't have any other similar configurations that would work. Nothing else that we offer can have a carrier or bike rack attached behind it.
