The BOLT Trailer Hitch Receiver Lock for 1-1/4" Hitches part # BL7019341 is designed to be keyed by the user. What happens is when you get it you place your in this case Early GM factory key into the lock and turn it. This will in then key the lock once you do that you just use your vehicles key to unlock it.
If it happens to be a different manufacturers lock let me know. Check the lock side for a number as well it could help.
