Can Roadmaster StowMaster Tow Bar Be Used with Roadmaster 3113-1 Base Plate for 2004 Pontiac Vibe

Can this tow bar be used with the 3113-1 Road Master XL Base Plate Kit to be installed on a 2004 Pontiac Vibe = Toyota Matrix? Is this a recommended solution. I like the fact that base plate bolts to car using existing holes in car. Thanks.
