what are your recommened procedures regarding attachment of a female bike without the horizontal bar ? The rack has been place on a 2010 prius

Bike rack manufacturers have come up with a solution for womens bike frames and alternative bike frames that do not fit or sit level on a bike rack. You can use an adapter bar, # 64005. I have included a link to a video that shows how the adapter works.
