IS THE OUTER SHELL CARBON STEEL? DOES THIS COME WITH MOUNTING BRACKS FI SO WHERE DO THEY ATTACH?

The outer shell is composed of aluminum fins and copper tubing with two brass end caps. The frame is plastic and the mounting kit comes with zip tie pins to secure the cooler to the radiator.
