Best Bike Rack for One Fat Tire Bike and One E-Bike with Step-Through Frame

I am considering Hollywood racks for our Ebikes ++ 1 Fat tire bike 4 inch tires ++ 1 my wifes bike with step thru - no cross bar Weight 110-120 ++ 2 bike rack with 2 inch hitch Which bike rack model would you recommend? Can the Center bar be used/adujsted for the step thru bike - no cross bar to tie the bike to? Thanks for your help

The best option we have for one fat tire bike and one e-bike with step-through frame is the Hollywood Racks RV Rider 2 Bike Rack part # HLY64FR. This bike rack uses a unique frame clamp system so the lack of a top tube won't be an issue.
