Can I Use the Swagman Traveler XCS While Flat Towing

Yes. You can use the Swagman Traveler XCS # S64664 on the shank of a high/low adapter or ball mount that you use to connect to your Blue Ox tow bar when flat towing. If you're not already using a high/low adapter, something like the Roadmaster # RM-048-4 would work well for this application since it's only got a 4" drop.
