We have an option for you to carry bikes on your 2006 Toyota RAV4 without using a trailer hitch, but I checked and no rack manufacturers make a bike rack that will fit over the spare tire cover on your RAV4; this type of rack just doesn't exist, unfortunately.
Without a trailer hitch receiver, your only option is a roof rack, and that will depend on if your '06 RAV4 has factory installed raised rails or a naked roof.
- Raised Rails: Malone AirFlow2 Roof Rack # MPG215
- Naked Roof: Rhino-Rack RS 2500 Roof Rack for Naked Roofs # RRRS073B
You would then need to add roof-mounted bike racks like the Thule ProRide XT Roof Bike Rack - Frame Mount # TH598004, or Malone Pilot TC ST Roof Bike Rack - Wheel Mount # MPG2103.
The most economical and secure way to carry your bikes with a 2006 Toyota RAV4 really is going to be a trailer hitch receiver and hitch-mounted bike rack. For the hitch I recommend the Curt Trailer Hitch Receiver # C12108.
For a bike rack I recommend the Swagman XC 2-Bike Rack # S64650.
I have added links to video reviews for you to check out as well.
