Will this work with a 3inch x 1 5/8inch lunet Also on the hitch itself what is the inside measurement of the hook?

The Curt # C48231 pintle hook will indeed work with a 3 x 1-5/8 lunette ring like # 337BDB1394. At the narrowest part, the inside width is 1-3/4 inches, which widens out to 2 inches, as shown in the provided photo.
