Expert Reply:
Yes the arms on Roadmaster Towbars like the Roadmaster Falcon All Terrain part # RM-522 should move freely until they are connected and fully extended. At that point they will lock into position to allow you to safely tow.
If your arms are not moving freely please let me know what tow bar you have and I will be happy to recommend a solution.
