The best option I have for you is the Timbren Axle-Less Trailer Suspension System part # A35RD545 which has a built-in drop of 4" and comes with idler hubs that have a 5 on 4-1/2" bolt pattern. In regards to hub face, this can be adjusted to fit any width.
The hub face measurement you are looking for of 64" is very uncommon for this axle capacity so we would not have a Dexter Trailer Axle Beam that matches this.
