Recommended Timbren Axle-less Trailer Suspension For Home Built Trailer With Off-Road Tires

Im designing a trailer and plan to use 15-16 wheels and off-road tires. Is this the correct item for a 4 lift with 5-bolt hubs with brakes? Item # A35RS545E

You're off to a good start with the Timbren Axle-Less Trailer Suspension System w Electric Brake Hubs part # A35RS545E. It does include electric brake drums with a 5 on 4-1/2 bolt pattern. However, this is not your best option for off-road tires and it does not include a lift like you mention.
I recommend to use Timbren Axle-Less Trailer Suspension System - 4" Lift Spindle w/Flange part # ASR1THDS03 which is designed for off-road tires. The spindles have a 4" Lift for greater ground clearance when off-roading. The weight capacity of this system is 2,200 lbs which is lighter but it is the only option with the lift that you need that will still allow you to use the 5 on 4-1/2 bolt pattern hub. This is also an EZ lube spindle so it has a zerk fitting at the end to make greasing easier.
If you do not have the hubs and drums for electric brakes, I recommend part # AKHD-545-35-EZ-K that take 10" brake assemblies. This hub will allow you to use a 15" wheel with a 5 on 4-1/2 bolt pattern. I recommend to use the etrailer.com brake assemblies part # AKEBRK-35-SA that fit the brake flange of the Timbren spindle.
