Is the spare tire going to interfere with folding this rack?

I have a solution for you, but the RockyMounts West Slope # RKY10222 is not a good choice to use on a 2000 Jeep TJ Wrangler (or any vehicle with a rear mounted spare tire) because the length of the shank does not provide sufficient clearance from the spare tire on the back of your vehicle-folded up and in the lowered position. I'll also add that unless you have a hitch on your Jeep with an elongated receiver tube, it may be difficult to find a hitch mounted rack that will extend far enough away from the spare tire to allow you to mount it without contacting the bikes.

Instead of the RockyMount West Slope, I recommend using the Thule Spare Me # TH963PRO which will attach to your spare tire, and allow you to safely carry 2 bikes on the back of your TJ without worrying about the clearance like you would with a hitch mounted rack. This is the best 2 bike solution available for Jeeps and I really love this as a solution since it's light weight and easy to remove when not in use. If you'll be carrying any women's bikes or bikes with odd shaped frames you'll need to use a frame adapter like the Yakima Tube Top Adapter # Y02531.

If you're only interested in hitch mounting racks, a good platform rack that can be used with your 2000 Jeep TJ is the Swagman XC 2 Bike Platform Rack # S64650 since it has a longer shank that will keep the bikes away from your spare tire.

I've linked some videos both racks and a photo of the Swagman XC 2 mounted on a Jeep for you to have a look at, as well.
