Why Would Brake Controller Wiring of 2001 Ford F-250 be Cut

No power to brake controller plug but got cut extra wire

That's really odd the wiring was cut of your brake controller wiring connector on your F-250. Can you see if the other end of the wires are still present? It looks like someone decided to hardwire a brake controller to your truck in the past instead of using the connector. If you can reconnect the wires you can use the port to use an adapter like the part # 3035-P with the Brake EVN # TK63VR.
