To carry a womans bike frame with a hanging bike rack like the Thule Passage part # TH910XT you referenced you'd want a bike frame adapter bar like the part # UB01 which attaches to the seat post and steering stem to give you a horizontal attachment point for the rack to attach to. I attached a picture of this adapter in use as well as a review video for you to check out as well.
