Troubleshooting Brake Controller That Has Power to Wires But Won't Power On
Question:
Just finished installing unit into 2016 silverado 1500 with supplied tail and factory GM whip using provided crimps. Upon completion of install the unit will not turn on. I have checked voltage from black supply wire and i have a reading of 12.8 volts. I have also checked 30 amp trailer brake fuses and both are good. Not sure where to go from here

Make sure the white wire is grounded properly. Since you have power the only other issue it could be is bad ground connection. If you aren't sure you could run a jumper wire from the negative post of your battery to the white wire so you can rule out the current connection you have.
If with power and ground the controller still isn't functioning then the issue would be a bad controller.
