The Tekonsha Trailer Wiring Circuit Tester # 8010 does send power back to your trailer brakes to make sure the circuit is working correctly. This will apply your trailer brakes at short intervals and will let you know the condition of your wiring.
This means that the tester essentially tells you whether or not your brakes are working, however if something is wrong with them mechanically (as in they need to be replaced because or wear) that will need to be determined by physically inspecting them.
