On the Valley Journey brake controller, the OC code indicates that the manual override lever is being applied and there is no trailer connected. If this is happening any other time, there are some things you can do to fix it. Start by fully applying the manual override and letting it snap back into place. Do this several times to clean the contacts inside the brake controller.
Next, with the trailer disconnected, check the trailer connector on the vehicle and clean out any dirt and corrosion. Corrosion can also build up behind the connectors where the wires attach. A short could be causing a draw on the brake circuit and make the controller think there is power when there should not be.
If you are still having problems, cut the blue wire a few inches from the back of the controller and test the wire with a circuit tester like # PTW2993 if needed. If the wire shows power without applying the manual override, then something is wrong inside the controller, and it will need to be replaced.
If the issue occurs when the trailer is connected you can check the brake magnet functions. I have included a link to an FAQ that should help.
