Does the circuit breaker need to be mounted to metal so it’s grounded in order to function?

In regards to the Roadmaster Battery Charge Line Kit for Towed Vehicles part # RM-156-25, the included circuit breaker does not need to be mounted to a metal surface. The installation instructions are as follows, "Find a suitable mounting location for the included circuit breaker; it must be mounted on a flat surface, within approximately 6" of the vehicle’s battery (the closer the better), at a point where it will not interfere with the operation of any components.".
