Will this hitch work on a lipard 1621

For a Sidewinder that is compatible with your Lippert 1621 pin box you would want a Sidewinder 5th Wheel King Pin # RP34FR or if you want to add the air cushion # RP61422. The # RP61422 is a 16k option but your pin box may be 20K and then you'd want the # RP34FR. There isn't an air cushion option at that capacity.
