Does Ignition of Vehicle Need to be On When Towing on a Dolly

I need to know does my ignition need to on while tow ,will bumper skirt be damaged on car dolly

All tow dolly procedures would be in the owners manual of your Kia Forte, but in general you do not want to have the ignition on as that unlocks the steering wheel which would cause fender issues around corners when the vehicle is on a dolly like the # RM-2050-1 that you referenced. Having the steering wheel locked is what you'll want.
