Question:
My trailer has 2 5200 lbs axles, but only a max capacity of 9999. How does this work out?

This is a good question, but the reality is that a trailer's weight rating is more than just the axle capacity. You have to consider the frame strength of the trailer, the coupler's capacity, the wheel and tire capacity, brake capacity etc. Basically you are only as strong as the weakest component of the trailer as it would fail at that point.
