I have a really great solution for carrying your Rad Rover step thru fat tire bike and men's Townie with the Thule EasyFold XT part # TH903202 with the fat tire strap adapter # TH985101. Since your Rover has fenders you cant use a wheel mount rack like the # HR3500E that you referenced. The EasyFold has very easy to use frame clamps that can attach to basically all frame shapes and styles. It also has a ramp to make loading and unloading the typically heavier e-bikes easier. The price tag is higher but you are getting basically the nicest and best bike rack around.

For a somewhat similar setup that costs less we have the Hollywood Rack RV Rider part # HLY64FR which uses a similar frame clamp design but does not have a ramp. I attached review videos for both racks for you to check out as well.
