Does Prodigy P3 Brake Controller Need to be Powered Off When Not In Use

The controller is constantly on and drain the the battery. Is there a way to turn it off when not in use.

The Prodigy P3 part # 90195 is designed to go into sleep mode after several minutes of inactivity. The reason you don't want to power it totally off normally is because it resets the controller. In your case though if yours won't go into sleep mode try unplugging the connector from the back of it for a few seconds and then plugging back in to reset it. Hopefully that will allow it to reset like it needs to.
