I reached out to my contact at Titan for you and the 18" Titan Chain Bolt Cutters part # TCBC18 that you asked about can handle up to a 5/16" chain meaning it will grab a hold of it. One thing to keep in mind though is that it would take a lot of force on the 18" handles to get them to cut through that. Even though these can grab ahold of it the average person could likely cut through 3/16" or 4.7mm chain pretty readily 1/4" or 6.3mm chain with some effort and 5/16" or 8mm chain with gorilla arms.
