Question:
i have a 2007 silverado classic extended cab 6-1/2 ft box, i also have a 15k lil rocker hitch with rails but no frame brackets, is there a kit to install this hitch in this truck? can it be used? if so, where should the center of the hitch be positioned?

The correct underbed brackets for a 2007 Chevy Silverado Classic are # RP50064 that you have referenced. However, I cannot say if they will work with RBW rails are not because they have not been tested together.
I do know that the Lil Rocker does fit in Reese 5th wheel rails so My recommendation is to use the complete installation kit, # RP50064-58. That way you know that everything is going to work together. I have included some links on installation of the kit for you.
With this kit installed the center of the hitch jaws will be approximately 1-1/2 inches forward of the rear axle centerline.
