The # SB324-167 plow you'd looked at is compatible with a 1998 Tracker, but the Custom Mounting Brackets are sold separately.

The specific install kit needed will depend on the number of doors the Tracker has. For a 2 door, use # SB397-050 or # SB397-083 for a 4 door.
