Yes, the RockyMounts LiftOp Biggie Ski and Snowboard Carrier part # RKY1482 comes with locks for both the skis/boards and rack. Therefore, you can lock both the skis/snowboards inside the carrier and the carrier to the roof rack. The RockyMounts LiftOp will also work just fine with both aero crossbars, the Yakima JetStream Crossbars like part # Y00425 and Yakima CoreBar Crossbars like part # Y00421 for example.
