To tow a small trailer with brakes with the 2019 Volkswagen Atlas you need a 7-Way plug on the back of the Atlas. To add the 7-Way I recommend to use the upgrade wiring kit part # ETBC7L. Then you can use the Curt Echo brake controller part # C51180. This is the easiest way to obtain a brake controller because the Curt Echo simply plugs into the 7-Way connector and allows you to control the brake settings via your smart phone.
We designed the ETBC7L kit specifically for using the Curt Echo because it only comes with the necessary components to power the Curt Echo. The Curt Echo only requires the 7-Way plug to have an active 12V power source from the vehicle's battery (black power wire) and a ground (white wire) to a clean bare metal surface of the vehicle's frame. The rest of the wires can be tucked away because they are not needed. Your existing 4-Way will plug into the pigtail from the 7-Way plug.
The Curt Echo is powered by 12V power because of its internal sensor that senses when the tow vehicle brakes are activated and activates the trailer brakes. I have attached videos on the Curt Echo for your reference.
