There is not a specific, set amount of time that the Kat's Heaters Lower Radiator Hose Heater w/ 270 F Thermostat - 1-1/4" Hose - 600W # KH16500 needs to be plugged in before starting a car. The reason for that is it is expected you will leave the heater plugged in when it is particularly cold outside, like in the temperatures you indicated.
The radiator hose is thermostatically controlled, which means you will leave it plugged in and it won't overheat, so when you get to your vehicle the following morning it will be ready to start up.
