can you lock the coupler to the ball so it can not be removed?

Yes, to secure/lock the Titan Zinc-Plated Straight-Tongue Coupler # T4853100 to the hitch ball you can use a latch lock like the excellent Master Lock # 2847DAT. This will insert through the existing holes on the latch to prevent it from pulling up and unlocking from the ball. It features a 4-Pin tumbler lock that discourages picking and the stainless steel shank will resist any rust or corrosion.
