Does this hasp also include the hardware required for typical install?

The Polar Replacement Hasp # PLR158-102-A that you referenced does not include the hardware needed to install the unit. The specific hardware size that will be needed really depends on application so it's not something Polar makes available with the hasp.
You will just want to make sure to use some Zinc hardware with carriage bolts that have about a 1/2" head diameter. These should be readily available at any local hardware store.
