Will it fit 2 RAD Power ebikes on a platform?

The Swagman # S24FR Bike Cover is meant to fit around the bikes, including the tires. From your photos, it's not entirely clear how the bikes attach to the rack, but if you could manage to slip the cover around the tires and set it on that platform you have, the cover should work unless the combined dimensions of the two bikes is greater than 70" long x 52" tall x 24" wide. If you watch the video I've linked for you, you'll get a better idea of how the cover fits around the bikes.
