Question:
How close is the first nearest tire mount to the hitch pin? I need to clear my spare tire on the back of my motorhome.

Since you are wanting to install a bike rack at the rear of your motorhome you should note that the RockyMounts WestSlope # RKY10222 is not rated for use at the rear of a motorhome due to how rough of a ride quality is back there.
RockyMounts does have the MonoRail 2 Bike Platform Rack # RKY10004 which is really similar that is rated for use at the rear of a motorhome. This rack has a distance of 11 inches from the center of it's hitch pin hole to the nearest wheel tray which is about as much clearance as you'll find for a bike rack.
I attached a review video for this for you to check out as well.
