The good news is that there are several different platform-type bike racks that would work great with your Civic.

Since the 2009 Honda Civic uses a Class I receiver, and the Yakima HoldUp 2 bike rack you referenced is not compatible with a Class I receiver, the HoldUp would not be a good choice.

The Kuat Sherpa, # SH22G or the Thule T2, # TH23JV are both compatible with a Class I receiver, and would be a great choice for you. Both racks will fold up against the rear of the vehicle when not in use. Due to the fact that it is half the weight of the T2, I would recommend the Kuat Sherpa.

To ensure that the rack you choose will have enough clearance to fasten in place without the bumper interfering, you should measure the distance from your hitch pin hole rearward until the furthest rearward point of the bumper is cleared. The T2 requires this distance to be less than 18 inches to install the rack, and 3-1/2 inches for the rack to be folded. The Sherpa needs at least 13 inches to install, and 9 inches in order to be folded.
