The Curt 2" Bumper Mount Trailer Hitch # E-3S that you referenced offers a pretty universal design, but the only way to verify a fit with existing holes on the bumper of your 2000 Ford Ranger will be to take a look and see if the pattern matches what's on the mounting plate for this hitch.

The two smaller bolt holes measure 6" apart on center while the two larger holes are spaced apart by 8-3/4". I have attached an image to assist. You will just want to measure the holes on your existing bumper/step plate to see if they match, otherwise you would just need to drill additional holes for the 3/4" and 1/2" bolts.
