What are the torque specs for the hex adapter

In regards to the Convert-A-Ball Cushioned 5th-Wheel-to-Gooseneck Adapter part # CAB-C5G, there is no torque spec for the hex head bolts on the collar. I spoke with Convert-A-Ball and they informed that the bolts need to all be flush and evenly tightened but that is all because there is again no torque specifications for these bolts.

Do the hex bolts in the collar need to be checked/tighened before each pull? Or is it recommended they be checked semiannually or annually?
